Grass flats fish entirely differently depending on tide depth. On rising tide, fish move onto the flat following baitfish. On falling tide, fish stage at the flat edges and drain cuts. Optimal flat fishing is when there is enough water to cover the grass but not so much that fish disperse — typically the last two hours of incoming and first two of outgoing.

On the falling tide, that same prey is flushed back through the narrow creek mouths and channels — concentrated by the geometry of the drain. The last two hours of outgoing tide at a creek mouth is the most productive window in inshore fishing because of this flushing effect.
